    This policy and the associated procedures sets out the approach of Leicestershire Constabulary towards applications, hearings, closure and the reviews of licences granted under the Licensing Act 2003.

  • Business Interest Policy
    The aim of this policy and the supporting procedure is to outline the application process, and provide clear guidance to show how Police Officers and Staff can seek authority to undertake a business interest or secondary employment. In addition it sets out the appeal process should an application be deemed incompatible.

  • Complaints & Misconduct Policy
    The aim of this policy and the supporting procedure is to provide clear guidance to staff on the handling of complaints and misconduct matters. This will ensure that such matters are dealt with in a timely and proportionate way within the legislative framework and in turn ensures that the conduct of staff meets the highest standards and therefore contributes towards public confidence.

  • Counter Allegations Policy
    This ‘Counter Allegation’ policy refers to a very narrow and rare set of circumstances, when individuals intervene to prevent offences or to detain offenders. These incidents are either in the exercise of a professional duty or a private individual encountering a crime. It is to be used only where a suspect has alleged that an individual has used excessive force.

  • Domestic Abuse Policy
    Crimes involving domestic abuse are serious crimes. In extreme cases incidents of domestic abuse can lead to homicide. The fact that the crime is committed in a domestic setting is an aggravating factor due to the abuse of trust and this will be reflected in the Police response to it. Leicestershire Constabulary will investigate domestic abuse as a crime.

  • Drugs Policy
    The Governments Drug Strategy sets out a range of interventions that concentrate on the most dangerous drugs, the most damaged communities and individuals whose addiction and chaotic lifestyles are most harmful. The new strategy will focus more on families, communities, target money and effort, continue to work together with partners and be clear that drug users have a responsibility to engage in treatment.

  • Fast Roads Policing Policy
    Whilst working on any road can be dangerous special consideration should be given to the management of incidents occurring on ‘Fast Roads’ that it to say roads where traffic habitually travels at high speed or where the nature and circumstances of the incident indicates that the level of risk may be increased. In all cases the management of risk must be seen as a dynamic and ongoing process in which all those involved must play a part.

  • Major Crime Investigation Review Policy
    The Review and Good Practice Section provides the ability to review major crime investigations ensuring compliance with nationally approved standards, that an investigation was thorough, conducted with integrity, objectivity and investigative opportunities have not been overlooked. A review identifies areas of good practice or development and can assist a Senior Investigating Officer (SIO) to successfully conclude an investigation.

  • Managing and Preventing Critical Incidents
    Leicestershire Constabulary works with other agencies, partners and communities to promote safer neighbourhoods, reduce disorder, crime and the fear of crime.   • Pocket Book Policy
    The aim of the policy is to provide all staff who are required to maintain a pocket book and administrative staff with a guideline as to how pocket books should be utilised effectively. The procedure provides information as to what should and should not be included in the pocket books along with instructions as to how they should be kept and managed.

  • Police Property Act
    The Police (Property) Act 1897, as amended by the Police (Property) Act 1997 allows regulations to be made concerning the disposal of property which has come into Police possession in connection with their investigations, where the property is unclaimed, perishable, or expensive or inconvenient to keep.

  • VC Relay Policy
    Leicestershire Constabulary is committed to delivering a service which is second to none by having visible and dedicated resources at neighbourhood level, working with voluntary organisations, residents and partners in making neighbourhoods safer places to live and work. To do this it is necessary to have an effective communication and feedback network, linking to key individuals at neighbourhood level. This communication system will be VC Relay, an integrated communication system provided by Voice Connect, Groby, Leics.

  • Vulnerable and Intimidated Witnesses and Victims Policy
    Leicestershire Constabulary fully endorses the principle of supporting all victims and witnesses, particularly those who are vulnerable or intimidated, to enable them to gain access to the criminal justice system. This policy aims to make the best use of our available resources by promoting a full and proper assessment of individual vulnerable and intimidated witnesses, and together with other agencies, provide a service to the individual that enhances their ability to access and remain in the criminal justice process. This will ultimately greatly increase their ability to attend and give evidence at court when necessary.

  • Young Offenders Case Disposal Policy
    This policy explains how Leicestershire Constabulary in partnership with the Leicester City and Leicestershire Youth Offending Services will operate "The Final Warning Scheme" in accordance with the Crime & Disorder Act 1998 as part of its Young Offender Case Disposal procedures. It takes into account the associated national guidance issued by the Home Office and Youth Justice Board in November 2002.
