Hello to all, 

It's that time in the month when I give you a personal update on what has been occurring within Rutland in relation to the policing of the county.

The main focus of my Policing Team is keeping Rutland a safe place to work and live.  We really do have a low amount of crime and anti social behaviour (ASB).

Having focused on crime and ASB last month , some of you have asked if I can give an update on road safety this month, in response to these requests I can now provide you with the following information:

Road Safety:-

One of Rutland's four policing priorities this year has been to ensure that our roads are safer for everyone. My officers have been working closely with our partner agencies: Rutland's Community Safety Team, Fire and Rescue and RCC highways department to ensure we engineer, educate and enforce good driving behaviour within Rutland. Together we are ensuring the roads are as safe as can be.

The figures below indicate that the roads within Rutland are becoming safer.  We have had fewer accidents, with less injuries and fatalities.

Engineering

Your local authorities' highways department in partnership with your parish councils have been working hard with signage and road designs to encourage safer driving behaviour.

Educating

Within Rutland our young adult drivers can enroll on an advanced driving course aimed at our most vulnerable drivers between the ages of 17-24.  The Pass Plus scheme initiated by Mr Roger Begy has funded over four hundred successful young drivers passing this advance driving test. Youth services, Fire and Rescue and the Police have been visiting senior schools speaking to our soon to be drivers about safer driving. 

Enforcement

In the previous twelve months the police have been vigorously enforcing Rutland's speed limits, we have issued 818 speeding tickets to drivers exceeding the prescribed speed limits within Rutland.  That is on average of 68 endorsable fines of £60 and three penalty point tickets per month. 

Of interest the first person to be convicted of speeding in the UK was Walter Arnold of East Peckham Kent. On January 28, 1896 he was fined for speeding at 8 mph, thus exceeding the speed limit of 2 mph. He was fined 1 shilling plus costs.

Beat Priorities

My Beat Teams have set their new beat priorities for the next three months which started on February 15th.

Oakham Beat Priority

To reduce the number of burglaries and to increase crime prevention awareness in the area of Princess Avenue, Parkfield Road and Snowdon Avenue

Rutland North Beat Priority (All the villages to the north of Rutland Water)

Tackling anti-social behaviour, which mainly consists of damage to motor vehicles and properties which are having eggs and stones thrown at them. Also to deal with reports of under age drinking and drug use predominantly in Ryhall village, specifically the playing fields and the village centre, at evenings and weekends.

Rutland South Beat Priority  (All the villages to the south of Rutland Water)

To reduce the number of burglaries and to increase crime prevention awareness in Belton village over the next three months

Uppingham Beat Priority

We will target road safety as a result of concerns raised by residents of Hornbeam Lane and Blackthorn Close in Uppingham relating to issues on Seaton Road in Uppingham between the hours of 8am to 6pm Monday to Friday.

Crime

The county of Rutland has had eighty four burglary dwellings in the last eleven months compared to one hundred and eleven for the same period 2008-2009, this means twenty seven less burglaries or a 25% reduction, this really is excellent news as it  means there has been twenty seven less victims of burglaries compared to last year.

1.       Crime Overview  

1.1 Oakham Town and Barleythorpe: No crime patterns over the last 2 weeks. ASB hotspot is Parkfield Road where there is a vulnerable adult who is the victim of ASB. The road has become a waymarker. Spire Homes will be erecting fencing around the garden next week. Covert cameras are being installed. Letters are being sent from the council to residents explaining about the impact of ASB. All partner agencies have worked with the victim.

1.2 Uppingham: No ASB to report at the moment. PC Perry is attending a meeting at Uppingham Community College to discuss a few issues that are beginning to surface. PC Perry will report back at the next JAG and seek appropriate assistance.

1.3 PC Perry also attends cross border meetings and has asked if any members of the JAG have any information related to cross border issues to pass it through to him.

1.4 North Beat: There are 2 small pockets of ASB: at Ryhall and Exton. PCSO Bourne is to invite Rachel Miller to the next JAG.

Action: PCSO Bourne

1.5 South Beat: No ASB to report. 

2.       Partner Issues 

OTC:  

2.1  Charles Haworth is concerned about youths exhorting money and cigarettes from vulnerable residents of Kings Close (De Montfort Housing).  PCSO Cooper will visit the residents and the Diary Car will also visit.

Action: PCSO Cooper / Diary Car 

RCC Youth Services: 

2.2   Olivia Stapleton informed the group that a Young Carers Group Meeting is to be held at Jules on Monday 15th. 
If anyone is aware of anyone who should attend please contact staff at Jules.

2.3 On Tuesday 16th February there is the inaugural meeting for youngsters suffering from Autism / Aspergers.  It is a group for youngsters to provide support / contact for each other.  Again if anyone is aware of a youngster who would benefit from attending please contact staff at Jules.

2.4 Alison Coates requested that PCSO Bourne visit the centre.
