Our priorities for Winter - Summer 2012
Consultation with the community has identified the following priorities that we will be concentrating on over the coming months.
- Anti-social behaviour caused by local people drinking alcohol in public view, smoking drugs, stealing bicycles, causing litter, causing noise nuisance, being abusive and intimidating, and causing low level arson. on Humberstone Park daily during weekday afternoons and weekend afternoons and evenings.
- Illegal drugs are distributed from addresses and vehicles on Halstead Street and neighbouring streets, alleys and jitties. This occurs at all times of day and night and the community consider drug activity to be rife. Drugs are also consumed on the streets in this area, adversely impacting on the quality of life of local residents.

Humberstone Park has recently been a focal point for the local police beat team with great success.
Your local police adopted the park area as a neighbourhood priority in July 2011.
We have seen a drop in issues reported to us at the park, and have dealt with a variety of offences from Misuse of Drugs (Class B) to damage / graffiti, and issues such as school truancy.
This focus and success has been supported by partner agencies and the team has worked closely with Leicester City Council park services & Leicester Anti Social Behaviour Unit (LASBU).
We have tackled this using both short and long term strategies:
In the short term we have used a dual approach of high visibility patrols in the area mixed with plain clothes operations, led by intelligence and targeting key offenders;
In the longer term we are helping to improve the environment by looking at the benefits and costs for such developments as extra lighting and CCTV within the park area. These options are still being evaluated, but sit with the appropriate department at the council to progress.
Currently the Problem Solving Plan is being closed down as it has had the desired effect, but we will continue to Police this area as part of are normal duties and look forward to meeting you in the park area which we actively encourage members of the community to enjoy and share.

Positive actions todate:
Area patrolled overtly by entire neighbourhood police team, and the Neighbourhood Action Teams from Spinney Hill Park and Keyham Lane local policing units. PCSO 6860 is the sinle point of contact for overt patrols, PC 2210 Nagdi and PC 2035 Thompson for covert patrols. A waymarker has been placed on police mapping systems to highlight the need for all police patrols to attend this area. Two local males have been arrested for being concerned in the supply of Class A drugs. One male is on court bail conditions, the other is still remanded in custody. The neighbourhood policing team is liaising with the Crown Prosecution Service to challenge his current bail application, and to apply for a Crasbo. Local people adversely affected by the anti-social behaviour and drug dealing are being visisted to secure evidence of people that are Harassed Alarmed or Distressed, to support the Crasbo application. If awarded this will effectively criminalise conduct that is not against the law, but is clearly part of drug dealing activity. Early signs from the Crown Prosecution Service are that this is likely to be successful.
Use is also being made of the relevant faith leaders in the area with whom we already have links. Through their influence we are seeking to create a better flow of information and parental control.
