Local priorities and action taken
Our priorities for Winter - Summer 2012
Consultation with the community has identified the following priorities that we will be concentrating on over the coming months.
- To tackle reports of residents responsible for anti-social behaviour, complaints from local residents of loud music and traffic problems originating from a property believed to be operating as an illegal club in Farringdon Street, Leicester on Sunday mornings between 1am and 3am.
- To address anti-social behaviour committed by street drinkers using bad language, threatening and intimidating behaviour whilst congregating outside Ladbrooks Betting Shop, in Uppingham Road, Leicester between 12 noon and 10pm daily.
- Tackling anti-social behaviour in Charnwood Street, Leicester, from 5pm most evenings. Youths congregating in groups and playing football and engaging in anti-social behaviour which is intimidating and causing annoyance to other residents.
- Reports of children in Blaise Grove, throwing bricks and rubble into neighbouring gardens from land near to the old railway bridge, where a contractor is conducting demolision work, between 5pm and 7pm weekdays, and anytime at weekends.
- Anti-social and intimidating behaviour caused by youths congregating in the stairwells of flats on Sandpiper Close, Kingfisher Avenue, Redwing Walk, Dunlin Road and surrounding streets in the late afternoon and into the evening on most days.
- Drug dealing and anti-social behaviour in the Northfields and St Saviours Road areas at all times.

Reports of children in Blaise Grove, throwing bricks and rubble into neighbouring gardens from land near to the old railway bridge, where a contractor is conducting demolision work, between 5pm and 7pm weekdays, and anytime at weekends.

Concentrated patrols have been deployed in the area as well as discussions with Parker Plant meant that the youths were discouraged from congregating in that location. The fencing causing the problem was improved and discussions are due to take place regarding the future security of the site as a whole. Several consultations were carried out at various intervals and a neighbourhood watch scheme is in the process of being established. This no longer appears to be a problem, but the police beat team will continue to monitor it on a regular basis, will respond to any incidents of anti-social behaviour and take appropriate action. This priority is now closed.

This is a problem which has moved on from Charnwood Street and involves groups of youths sitting in the communal areas of blocks of flats, littering, smoking drugs and causing anti-social behaviour. The residents are being encouraged to lock their gates to prevent this nuisance, and a leaflet containing the beat teams mobile phone number has been distributed to residents for a quicker response to incidents. A number of offenders have been identified, given warning letters and visited at home. Their names have now been passed onto the Housing Manager to look at tenancy letters.
Further update - We are still continuing to patrol the area extensively and are working with the Housing office to encourage people to lock their gates and also get the repairs done in a timely manner. This is a long process, and we are still receiving calls from a particular part of the block. However, the Housing office has been requested to raise the gate repair as a priority here as this will alleviate many of the current problems. Patrols still continue at this location and the reports have decreased greatly. The overall security of the location is something that is being addressed long term by housing. This priority is now closed

Farringdon Street – Joint visits have taken place with one landlord to the properties causing problems. One landlord is reluctant to engage with Police and this is the address causing the most of the anti-social behaviour. Further attempts will be tried to negotiate with him. The noise from the club has reduced significantly and patrols are still being conducted by partners in the City licensing team, who are reporting very little activity from the address.
Further update - No reports of anti-social behaviour although recent consultations reveal that the problems regarding the club are still continuing. Residents have been given a leaflet with alternative numbers to contact, but seem reluctant to engage with the police. Further leaflet to be given as this is a noise issue and cannot be solved by police action, especially given the lack of reporting. This PSP has now been closed.

Following special attention and action by local officers, the PSP is to be taken to the JAG for consideration of closure. The circ's in relation to this PSP are that Uppingham Road bus stop: there are no plans to remove the bus stop at present due to funding issues and this not being normal practice to do so. The seats have been removed which the Transport Dept hope will provide more of a deterrent and stop the gathering. This is not an issue that the Police can resolve and whilst we will continue to patrol the area on a regular basis this PSP will now be closed.

Some positive stops achieved in that a number of names of offenders have been gained and warning letters have been personally issued to the majority of persons involved. The trees have been cut in the play area and regular patrols with the headcam mean that the problems has decreased slightly. However, some reports of drug abuse coming through which need to be address by the beat team.
Further update - A Neighbourhood Watch Scheme is in the process of being set up and the number of calls have all but stopped regarding anti-social behaviour. Unfortunately this has displaced the problem elsewhere, but consultations are due to be completed and the priority will be closed.

We responded…
This relates to both the Northfields and St Saviours areas of the beat where we have a problem with drug dealing. There has been an increase in theft from motor vehicles which may be linked to funding individuals’ drug habits and by concentrated efforts on these areas, we hope to take positive action against the offenders.
