It is a fundamental right in the UK for people to be able to express themselves and gather together in public, as long as the activity is peaceful.
However, large public gatherings have the potential to cause disruption to the road network and to the lives of communities and so it is vital that event organisers work with the authorities to plan safe and successful events.
As well as certain legal obligations, such as to inform the police of a procession, or in ensuring the safety of people attending the event, organisers have a moral obligation to be good neighbours and not to unduly disrupt the lives of other citizens who are not taking part.
These leaflets are intended to provide basic information on the duties of event organisers and to signpost to where further information may be found.
