I have recently joined Leicester Police and am delighted to be working in Rutland. I aim to be visible within the community and will be working closely with partners to tackle issues that concern the public.
I have been a police officer since 2006. I started my service in Leicester City, working out of Spinney Hill Park police station.
Whilst there I worked on response, before moving to a proactive team, targeting primarily drugs and ASB. In 2014 I did my first stint as a neighbourhood officer for Evington and Goodwood.
In 2016 I moved to Melton Mowbray, and worked on the response team up until September 2023, where I started to work on the Melton Town North Beat with PC 4517 Adam ATKINSON
I joined Leicestershire Police in 2012 and since then have worked in a number of roles including Response, Neighbourhood Investigations, Proactive Policing and also Neighbourhood Management. I became the Neighbourhood Sergeant in Rutland in May 2023. I have responsibility for local priorities and partnership working to develop an effective policing response across Rutland
Hello, I’m Inspector Rowan Paterson Bell the Neighbourhood Policing Area Commander for Melton and Rutland.
I’ve been a police officer for 22 years, with a varied career largely spent in the north of the county, starting my career at Syston and then moving to Loughborough when the area became Charnwood. I’m a qualified detective and have worked at East Leicester in CID and the force Domestic abuse investigation team.
As a resident of the Borough, I have a real personal stake in rural policing and effective crime prevention. You can expect a strong focus on visibility, engagement, and tackling the issues that matter most to you.
Rural crime:
You said: The issue of theft of agricultural equipment and other plant from commercial farming locations, equipment being used to commit other offences, and livestock offences and other wildlife crime has been highlighted as a priority you want us to work on.

During May we have continued to do patrols throughout the rural villages offering crime prevention advice through the use of both social media and beat surgeries. We've put up further signage where needed to prevent offences and checked any agricultural equipment that has been found.

Road safety:
You said: Speeding vehicles on Rutland roads is a priority you want us to address across the county, but in particular the A47 corridor and it’s tributaries.

Throughout May we have conducted targeted visible patrols, along with working closely with our road safety team to secure statistics through the use of mobile speed vans. we continue to educate and engage through the use of social media.

Theft: Motor Vehicles.
You said: The issue of theft, but particularly of and from vehicles has been highlighted as a priority you want us to work on.

During May 2026 we have done investigations around the theft of vehicles collecting CCTV and witness details as well as recovering stolen vehicles, we've offered crime prevention advice and done patrols in line with crime pattern analysis.
