I became a PCSO in March 2005.
I have been stationed in Uppingham since October 2005 and I firmly believe that my role provides an approachable and consistent daily link between the local community and police.
I joined Leicestershire Police in 2012 and since then have worked in a number of roles including Response, Neighbourhood Investigations, Proactive Policing and also Neighbourhood Management. I became the Neighbourhood Sergeant in Rutland in May 2023. I have responsibility for local priorities and partnership working to develop an effective policing response across Rutland
I joined the police in July 2020 as a Response Officer, gaining valuable experience dealing with a wide range of incidents. I'm now excited to take on a new challenge as the Dedicated Neighbourhood Officer for Uppingham, working alongside PCSO Wylie. I'm passionate about building strong community relationships and making a positive difference locally.
Hello, I’m Inspector Rowan Paterson Bell the Neighbourhood Policing Area Commander for Melton and Rutland.
I’ve been a police officer for 22 years, with a varied career largely spent in the north of the county, starting my career at Syston and then moving to Loughborough when the area became Charnwood. I’m a qualified detective and have worked at East Leicester in CID and the force Domestic abuse investigation team.
As a resident of the Borough, I have a real personal stake in rural policing and effective crime prevention. You can expect a strong focus on visibility, engagement, and tackling the issues that matter most to you.

Road Safety:
Community feedback has confirmed that Road Safety—particularly speeding—continues to be a priority for the people of Uppingham as we move into the third quarter of 2026.We will maintain a frequent and highly visible policing presence in affected areas as part of our ongoing local road safety operation. This includes marked vehicle patrols, routine monitoring, and the regular deployment of the speed laser device. Offenders will be dealt with robustly where appropriate.
We will continue working closely with partner agencies, including the Road Safety Partnership mobile speed camera van team, to identify areas of concern and request targeted deployments.

Action taken:
During August, high-visibility patrols were conducted in the Uppingham area. A number of vehicles were stopped and checked, with positive engagement and enforcement activity undertaken where appropriate. Several matters were identified and enquiries commenced, with investigations remaining ongoing. Partner agency engagement has continued to support problem-solving and address issues within identified hotspot locations. PCSO Wylie has conducted speed monitoring in Uppingham.
Enforcement activity and updates were shared with residents through Neighbourhood Link, highlighting the team’s continued efforts to improve adherence to 30mph limits.

Anti-Social Behaviour:
Anti‑Social Behaviour (ASB) remains a key priority for the people of Uppingham as we move into the third quarter of 2026.
We will maintain high‑visibility patrols in identified hotspot areas, working alongside partner agencies to provide reassurance and deter offending. Officers will continue to engage proactively with individuals involved in ASB, offering appropriate advice or taking necessary action to address unacceptable behaviour.Action taken:
During August, we have continued to carry out proactive high-visibility patrols within Uppingham town centre and other identified hotspot locations to address concerns relating to anti-social behaviour. Officers have engaged with members of the community and individuals involved in reported incidents, providing advice, and taking appropriate action where necessary.

Through continued consultation with the community, the selling and use of drugs remains a key priority for the people of Uppingham as we move into the third quarter of 2026.We will continue to develop and strengthen our intelligence picture around individuals involved in drug‑related crime. This will enable us to deploy our resources effectively in the right areas and at the right times, with the aim of deterring activity, disrupting criminal networks, and bringing offenders to justice. We will also maintain close working relationships with partner agencies and the community to ensure information is shared promptly and action is taken swiftly.
Action taken:
During August, we have actively patrolled the Uppingham town centre and surrounding areas to address concerns relating to drug use and drug dealing. Through proactive patrol activity and engagement with members of the public, a number of individuals have been identified and dealt with appropriately. Intelligence has continued to be gathered and developed to improve our understanding of those involved in drug-related offending, enabling us to target our resources effectively. Investigations into suspected offences remain ongoing, with the aim of disrupting criminal activity, deterring offending, and bringing offenders to justice.
